A freestanding emergency department to be operated by the Medical University of South Carolina is being reviewed by the city of Charleston. The development is proposed for the 2080 Sam Rittenberg Blvd. — the site of a shuttered Red Lobster.
The location would complement the existing MUSC Health West Ashley Pavilion, which opened nearby at Citadel Mall in December 2019 within the former JC Penney department store.
Sebastian Davis with ADC Engineering spoke on behalf of the applicant for the project Dec. 12, requesting preliminary approval from the city's Technical Review Committee.
“We are planning to provide a new building, essentially, that fits the site better,” he said.
Plans call for a single-story structure. MUSC, which was still finalizing plans as of its board of directors meeting last week, plans to lease the building, according to Andrew Pardue of E4H Environments for Health Architecture.
The property owner is affiliated with Plano, Texas-based Intuitive Health, a physician-led company that specializes in emergency care. It bought the former seafood restaurant, which Red Lobster vacated in early 2023, for $3.75 million in October.
Currently, there is no access to the property from Sam Rittenberg Boulevard. The entrance is around the corner on Orleans Road. Access to the property from The Citadel Mall is an easement, not a right of way.
Some of the proposed renovations include tearing out the existing chain-link fences and adding sidewalks.
"This whole bookend of Sam Rittenberg is critical to the future of that corridor," said Eric Schultz, the Technical Review Committee's administrator.
“We want this to be really dressed up and a really good-looking building and landscape," he added.
The applicants next meet with the city's zoning board.

A warehouse at 6470 Dorchester Road in North Charleston has sold for $3.85 million.
Built in 2022, the 18,352-square-foot property formerly was home to Majestic Bath & Kitchen and Atlantic Coast Electric Supply.
The property consists of two showroom areas and a large interior office space with a mix of private and communal offices. Two roll-up doors are located in the back of the warehouse, along with a loading dock and a fenced laydown yard. The city of North Charleston rezoned the property to light industrial in March 2021.
The buyer is Tavares Properties LP, and the seller is Dorchester Road Properties SC LLC, according to county real estate records.

One of the Charleston's oldest and largest real estate firms has added an Upstate property to its portfolio.
The Beach Co., through its Beach Real Estate Funds affiliate, has acquired Ryder Junction Apartments in Greer. The community features 264 units with resort-style amenities at 900 Conductor Circle.
The deal is the third investment for Beach Investment Fund II, following properties in Charlotte and Orlando.

WEST ASHLEY, S.C. (WCBD) – More than a dozen children who experienced loss from a highway tragedy this year gathered at a West Ashley retailer to shop with state troopers.
Troopers and officers from the South Carolina Department of Public Safety, with support from the SC Troopers Association and Walmart, hosted “Shop with a Cop” on Wednesday. Each child was given a $150 Walmart gift card to spend on whatever they wished.
Troopers shopped with 15 children at the Walmart in West Ashley to bring them joy amid their first holiday season without a loved one. They hope to strengthen the relationship between law enforcement and youth.
“I think just building the respect and trust for them we weren’t there when they were passed but I think for my kids in their community being supported by those people and showing my kids they’re not just here for the tragic times too or the bad times,” said Carly Williamson, a ‘Shop with a Cop’ attendee.
Parents say while this is a great event for the holiday spirit, it also highlights another important message of road safety. One mom hopes her story will stop teenagers from drinking and driving.
“We are here because my daughter was in an accident in Walterboro that seriously injured her and took the life of her best friend, so I am speaking out against drunk driving and I am speaking out against parents who know their kids are doing it,” said Jennifer Wiggins, a ‘Shop with a Cop’ attendee.
Cpl. Nick Pye with the South Carolina Highway Patrol said the event is special for the troopers to get a break during the holiday season.
“It gives them a chance to relax, let their hair down a bit, encounter these kids, and build that special bond with them,” he said.
Some children picked out all their gifts quickly while others took the full two hours.
“It’s the most amazing thing to watch these kids just be so happy and their faces light up when they realize they get to get whatever they want and it’s really important to us to be able to give whatever they want whatever this holiday season,” said Amy Osborne, Senior Manager Community Relations Walmart
Seven Walmart stores across the state and more than 140 children participated in this year’s event.

Slow-cooked brisket and whole hog meet Puerto Rican flavors at Palmira Barbecue. Pitmaster Hector Garate has been popping up around the Lowcountry for several years, but now he has a permanent address in West Ashley.

The couple behind Wagener Terrace hangout Berkeley’s recently opened their second restaurant, the Archer. They want it to have the same neighborhood vibes but raise the stakes with a full bar and fine dining-level comfort plates. Chef Paul Farmer (formerly of Three Sirens), puts out plates like duck frites, baked oysters, beef stroganoff, chicken liver mousse, and chilled crab dip.
Legami is a new Italian restaurant boasting a chef brought in from Rome by a family with roots in Turin, Italy. Washington Street Hospitality, which controls three Pasta Beach restaurants in New England, thought the King Street building would be another location for Pasta Beach, but decided to switch it up once they got into the historic building. Chef Andrea Congiusta cooks modern Italian fare with some influences from France. “We took inspiration from the classic fine dining, but we also want to have something fun, something that looks very fancy, and something you can crave,” says Congiusta. Dishes include king crab tagliolini, beef Wellington, and veal Milanese.
Modern steakhouse Marbled & Fin is giving all the other steakhouses a run for their money. The expansive dining room fills nightly with well-heeled customers ready to see and be seen. On the menu, chef Eucepe “Cepe” Puntriano includes all the steakhouse classics plus an emphasis on seafood dishes for non-meat eaters. Look for seafood towers, wedge salads, wagyu beef, bone marrow with oysters, creamed spinach, and more.
D.C.-based Malaysian restaurant Makan now has a second location in the Lowcountry. Chef James Wozniuk wanted the South Carolina location to feature local seafood. The ikan asam pedas, a Malaysian hot and sour fish curry, is a must-try if you like spice. There’s also rendand daging (dry beef curry), curry mee (noodle soup with chicken sausage), and kerabu mangga (mango salad).
Charleston is going crazy for soup dumplings, and newcomer Chef Loong Dim Sum delivers. The restaurant offers four flavors (pork soup, chicken soup, pork tomato soup, and truffle pork soup). They want it to have the same neighborhood vibes but raise the stakes with a full bar and fine dining-level comfort plates. Chef Paul Farmer (formerly of Three Sirens), puts out plates like duck frites, baked oysters, beef stroganoff, chicken liver mousse, and chilled crab dip.
Legami is a new Italian restaurant boasting a chef brought in from Rome by a family with roots in Turin, Italy. Washington Street Hospitality, which controls three Pasta Beach restaurants in New England, thought the King Street building would be another location for Pasta Beach, but decided to switch it up once they got into the historic building. Chef Andrea Congiusta cooks modern Italian fare with some influences from France. “We took inspiration from the classic fine dining, but we also want to have something fun, something that looks very fancy, and something you can crave,” says Congiusta. Dishes include king crab tagliolini, beef Wellington, and veal Milanese.
Modern steakhouse Marbled & Fin is giving all the other steakhouses a run for their money. The expansive dining room fills nightly with well-heeled customers ready to see and be seen.
